Traffic Awareness Campaigns Manual Training Courses

A road safety campaign’s effectiveness depends on the message, materials, timing, audience, and measurement decisions behind it, which require structured knowledge rather than just enthusiasm to get right. To support this, 4E Road Safety and Transport Consultants developed the RTA Traffic Awareness Campaigns Manual in coordination with Dubai’s Roads and Transport Authority (RTA), setting out a framework for planning, delivering, and evaluating road safety campaigns across Dubai, and was then commissioned to develop and deliver training on its application, since a manual only adds value when users can apply it confidently. Phil Clarke, Technical Director and Co-founder of 4E, led two three-day courses for a combined 24 RTA and Dubai Police staff, covering effective use of the manual grounded in international best practice, campaign planning, publicity, development of materials for vulnerable road users, and methods for evaluating campaign effectiveness, bringing both organisations together around a shared understanding of the manual. By building the capacity of the teams behind the manual, 4E helped ensure the guidance would be put into practice across the campaigns reaching Dubai’s road users daily, reflecting the firm’s broader commitment to building knowledge and capacity, alongside other specialist training such as the upcoming Safe Urban Street Design for Vulnerable Road User Safety course running 3rd to 5th November 2026 in Doha, Qatar, with registration open at https://pci.jotform.com/form/262004364096352.
