Update Traffic Calming Manual for Dubai

4E Road Safety and Transport Consultants was commissioned by Dubai’s Roads and Transport Authority (RTA) under project reference T165 to update the RTA’s Traffic Calming Manual, originally published in 2003, which had become outdated given significant international advancements in traffic calming practice and considerable changes to the Dubai road network since its publication. The RTA needed guidance brought in line with current international best practice while addressing challenges specific to traffic calming application on the evolved Dubai network, so 4E undertook a comprehensive review of the existing manual alongside current international best practice to identify where guidance required updating and where new content was needed, drawing on its road safety engineering experience and familiarity with the Dubai network, and aligning the approach with the Safe System principles underpinning all of its work, to produce a practical manual, technically sound, and directly applicable by practitioners across the emirate. The updated manual gave the RTA a current, evidence-based reference reflecting the latest international standards and addressing the Dubai network’s specific demands, equipping road authorities and practitioners with clear, practical guidance, and reflecting 4E’s capability in standards and manual development and its ability to translate technical expertise into guidance documents of lasting value.
