4E Road Safety and Transport Consultants was engaged by Dubai’s Roads and Transport Authority (RTA) across two connected phases for the Traffic Incident Management Service (TIMS), a joint initiative with Dubai Police. In Phase 1, 4E provided independent oversight and evaluation of the TIMS pilot on the E311 Sheikh Mohammed Bin Zayed Road, reviewing operating procedures, vehicle, equipment, and staff training specifications, and monitoring service delivery throughout the pilot, analysing performance data on resource use and compiling findings into a Monitoring and Evaluation Report for the RTA and Dubai Police. Following the pilot’s successful conclusion, 4E was commissioned for Phase 2 to develop an expansion implementation plan extending TIMS from the E311 corridor to the full Dubai strategic road network, drawing on the pilot evaluation and two earlier independent reviews of Dubai’s incident management capabilities, and structuring coverage phasing to meet the RTA’s requirements. Together, the two phases delivered an evidence-based foundation for the RTA and Dubai Police to develop the service further, and a structured roadmap for its network-wide expansion, demonstrating 4E’s capability in supporting clients across the full cycle of a major traffic incident management initiative, from operational oversight and evaluation through to strategic expansion planning.
