Alburj Engineering and 4E Road Safety and Transport Consultants were commissioned by the Integrated Transport Centre (ITC) to support Abu Dhabi’s Vision Zero Strategy, which aims to eliminate traffic fatalities and serious injuries in the emirate by 2040. The project required developing practical safety improvement measures for 560 kilometres of high-risk roads identified in the Vision Zero Strategy Action Plan, alongside supporting the implementation of Safe System principles through policy reviews, performance management, and novice driver licensing review. 4E applied the Safe System Approach throughout, working closely with Alburj Engineering and the ITC to ensure recommendations aligned with the client’s objectives and Abu Dhabi’s road network context, contributing to targeted road safety initiatives across policy, KPIs, and infrastructure. The work delivered an evidence-based set of safety improvement measures for the emirate’s highest-risk roads alongside policy and licensing recommendations, forming part of a structured programme supporting Abu Dhabi’s long-term goal of zero traffic fatalities and serious injuries, and reflecting 4E’s capability in strategic road safety programmes that combine technical engineering expertise with policy and performance management.
