4E Road Safety and Transport Consultants was commissioned as part of the NEOM programme in the Kingdom of Saudi Arabia to conduct a Stage 4 Road Safety Audit covering approximately 2,000 kilometres of roads within the Coastal Road Network, spanning four sections: Al Bada to Sharaf, Al Bada to Highway 5, Highway 5 to Ras Al Sheikh, and 6A to Magna to Al Bada. This post-opening monitoring assignment required a structured methodology to ensure consistent audit quality across an extensive and varied network, with 4E applying its evidence-based audit approach to evaluate how the infrastructure was performing in actual operational use, carrying out systematic on-site inspections across all four sections to review road geometry, alignment, signing, road markings, traffic control devices, and roadside safety features, assessed against international road safety standards and the Safe System Approach. The audit delivered an independent, evidence-based assessment of road safety conditions across the network, supporting NEOM in identifying areas requiring improvement, prioritising remedial actions, and maintaining the standards expected of a world-class infrastructure development, and reflects 4E’s capacity to deliver high-quality road safety consultancy at scale on complex, large-scale infrastructure projects.
