Etihad Rail Project, Package 2A and Package 2C

4E Road Safety and Transport Consultants was commissioned to undertake combined Road Safety Audits at Stages 1 and 2 (Detailed Design) and Stage 3 (Pre-opening) for two packages along the Etihad Rail alignment, a national railway network delivering freight and passenger connectivity across the UAE and into the wider GCC: Package 2A (C0303), covering sections UKB (Ch. 0+300 to 3+380), GMA (Ch. 0+000 to 134+249), and GMB (Ch. 0+000 to 1+007), and Package 2C, covering sections DMB (Ch. 47+130.139 to 73+463.407), DMC (Ch. 0+000.000 to 48+995.549), and JBL (Ch. 2+655.985 to 19+072.418). Both packages shared the same audit scope, focused on road crossings, the overbridges and underpasses where the rail alignment intersects the road network, which represent critical safety interfaces requiring a consistent, thorough methodology across the combined chainage of all six sections. 4E applied a coordinated multi-stage approach: at Detailed Design, the audit reviewed drawings, design documentation, and technical specifications to identify road safety issues in the proposed layout of each crossing, assessing road geometry, signing, visibility, and traffic control; at Pre-opening, on-site inspections of the completed crossings confirmed the constructed works matched the reviewed design and that no new safety concerns had emerged during construction, with findings compiled into audit reports for each section. The audits gave Etihad Rail independent safety assurance at each rail-road crossing across all six sections, supporting the project team in addressing design-stage issues and verifying safe conditions before opening, and reflect 4E’s technical expertise in road safety auditing at rail-road interfaces and its capacity to deliver coordinated, multi-stage audit programmes across multiple packages of a large-scale national infrastructure project.
