4E Road Safety and Transport Consultants was commissioned by Qatar’s Ministry of Transport to develop Access Management Guidelines, establishing a structured national framework for planning, designing, and managing access arrangements across Qatar’s road infrastructure to reduce collisions at driveways, intersections, and entry points while supporting smooth network operation. Developing the guidelines first required understanding existing access conditions, so 4E structured the project in two phases: a systematic audit of existing access arrangements across three representative areas in Doha City, the G-Ring Road, Zone 39, and the North Simaisma Subdivision, identifying access-related road safety problems to build the evidence base; followed by development of the guidelines themselves, drawing on the audit findings and Qatar’s road network characteristics, prepared for practical application by road authorities, developers, and consultants, with the team working closely with the Ministry of Transport throughout to ensure alignment with national policy objectives and operational requirements. The guidelines gave the Ministry of Transport a practical, evidence-based national framework addressing the full range of access management issues identified through the audit, equipping stakeholders with clear, actionable guidance, and demonstrating 4E’s capability in standards and manual development, combining field-based audit work with policy-level guideline preparation to deliver outputs with lasting impact on road safety and network performance.
