4E Road Safety and Transport Consultants was appointed to conduct Road Safety Audits at Stages 0, 1, and 2 for road infrastructure supporting the construction phases of The Line, one of NEOM’s flagship projects in the Kingdom of Saudi Arabia, covering two packages: Package 1, comprising 70 kilometres of internal construction roads linking storage areas, offices, and utility zones within the site, and Package 2, comprising 28 kilometres of external roads connecting the site to the regional road network with a focus on traffic separation and smooth access. The project required careful coordination between audit activities and the evolving design programme to support the movement of materials, personnel, and equipment across a large, active site while ensuring road user safety at every design stage, with 4E applying its rigorous, evidence-based methodology to assess road geometry, layout, traffic control, signing, road markings, and roadside safety features against each package’s specific operational requirements, auditing progressively across all three design stages so that issues could be identified and addressed where changes are most effective and least costly. The multi-stage programme gave NEOM independent safety assurance at each critical design phase, embedding safety considerations from the outset, supporting a safer construction environment, and reducing the risk of costly changes later, and demonstrates 4E’s ability to deliver structured, multi-stage Road Safety Audit programmes that add measurable value throughout the design process on major infrastructure projects.
